Today, House Speaker Joe Straus announced the committee assignments for the 2009 session.
Below are the average scores on the Environment Texas Legislative Scorecard from the 2005 and 2007 sessions for
key committee members (the number next to the name indicates the percentage of key votes for which a member supported the Environment Texas position).
The average pro-environment
voting record for each committee:
Environmental
Regulations. In 2007, the average score of all the members was 23%. This year,
it jumps up to 54% plus two new members (both Rs representing heavy industry
areas). The committee now includes long-time
environmental champs Lon Burnam and Jessica Farrar.
Energy
Resources. In 2007, the average score of all members was 34%. This
year, it is 37% plus Craddick (for whom we obviously don't have a recent voting
record) and new member Tara Rios Ybarra (D who represents a district with two
coastal wind farms) . The committee now includes
clean energy champ Mark Strama, author of a key measure in 2007 to protect the
renewable energy market.
Natural
Resources. In 2007, the average score of all the members was 45%. In
2009, the average score did not change. There is one new member, Doug Miller, an
R who sat on the Edwards Aquifer Authority.
State Affairs (includes some electricity issues). In
2007, the average score of the Regulated Industries committee was 31%. In 2009,
the average score is 40% plus Craddick (for whom we obviously don't have a
recent voting record) and Diana Maldanado (who was endorsed by LCV). The committee
includes David Swinford, a key advocate for wind and solar power.
