On June 30, the Public Utility Commission of Texas held a hearing to consider whether to approve a staff proposal to finally implement a 2005 law requiring 500 megawatts of “non-wind” renewable energy by 2015. The proposal includes a set-aside for at least 100 megawatts of solar. Environment Texas Director Luke Metzger testified in support of the rule and encouraged the commissioners to include a program to provide rebates for residential and commercial customers to install on-site solar.
