The environmental commission's decision comes down to weighing agricultural interests against industrial and municipal interests, unlike the clear-cut political divide between industrial and environmental interests typically facing the commission.
Luke Metzger, executive director of Environment Texas, said it would be inconsistent for the environmental commission to sign off on cutting water to farmers after they recently approved air permits for the White Stallion Energy Center, a coal plant that would use billions of gallons of water a year.
