Not all of the reaction in Texas to the decision was negative.

"The pipeline would have been a disaster for our climate, the quality of the air we breathe, and critical water resources across our country," said Environment Texas Director Luke Metzger.

The plan by Calgary-based TransCanada Corp. would carry tar sands oil from western Canada across a 1,700-mile pipeline spanning six U.S. states to refineries in Houston and Port Arthur.
